REF: Request for Proposal for Preconstruction Services for Pigeon Island Revetment Wall Construction
The Saint Lucia National Trust has received financing from the German Development Bank (KfW) Ecosystem-based adaptation Facility (EbA Facility) through the Caribbean Biodiversity Fund (CBF) towards the cost of increasing the climate change resilience and public awareness of the Pointe Sable Environmental Protection Area and Pigeon Island National Landmark ecosystems, and intends to apply part of the proceeds for payments for the Preconstruction Services for Pigeon Island Revetment Wall Construction.
The Saint Lucia National Trust (SLNT) now invites sealed bids from eligible bidders for a Preconstruction Services for Pigeon Island Revetment Wall Construction.

Bidding will be conducted by means of the Limited Competitive Bidding procedure which implies that this tender notice is being published nationally only. The successful bidder will be selected via a single-stage process which means bidders will submit their evidence of qualification together with the technical and financial offer as outlined below. All technical proposals received will be opened and evaluated first while the financial proposals remain unopened to allow for an unbiased evaluation of the technical Offer. Upon finalisation of the technical evaluation, the financial proposal of those bidders who fulfilled the technical requirements indicated in the Tender Documents will be opened and evaluated further. The financial offers of the bidders who did not fulfill the technical requirements will not be considered.
Bidders may request clarifications to the Tender Documents in writing via email to: builtheritage@slunatrust.org and naturalheritage@slunatrust.org on or before 14th February 2021 as responses will only be made prior to 10 days before the submission deadline. Any other inquiries by bidders are prohibited and will lead to the exclusion of the Bidder. All clarifications and addenda of Tender Documents shall be in writing, and any modification to issued Tender Documents shall be introduced in the form of an addendum to the Tender Documents via email only. Therefore, Bidders are required to consult the following link: https://tinyurl.com/revetmentwallpreconstruction periodically for updates provided on the tendering process for this consultancy.
Two copies of the technical proposal shall be placed in a sealed envelope marked ‘Technical’ and two copies of the financial proposal shall be placed in a sealed envelope marked ‘Financial’ along with the requisite Technical and Financial proposal submission forms. Both shall be placed in one outer sealed envelope labeled ‘Preconstruction Services for Pigeon Island Revetment Wall Construction’. A completed copy of the forms listed below should also be enclosed with the proposal.

Proposals must be received by the Saint Lucia National Trust on/or before 4:00 p.m. (AST), on 26th February 2021.
Bids received after the submission deadline shall be rejected, unless late submission was due to events of force majeure (e.g. natural disasters, pandemic) in which case evidence in support of this is required. Late submission due to courier services and/or custom clearance shall not be considered as events of force majeure.
Other Conditions of the Consultancy are as follows:
(i) TECHNICAL PROPOSAL SUBMISSION FORM – one copy completed, signed and enclosed along with the technical proposal.
(ii) TECHNICAL PROPOSAL: a) Curriculum vitae; b) interpretation of the assignment; and c) description of approach, methodology, work plan for completion of the assignment - Two copies
(iii) DECLARATION OF UNDERTAKING – Completed, signed and enclosed along with the technical proposal.
(iv) FINANCIAL PROPOSAL SUBMISSION FORM - one copy completed, signed and enclosed along with the financial proposal.
(v) FINANCIAL PROPOSAL: a) detailed remuneration – Two copies
